NATO’s NSPA Awards Raytheon Patriot GEM-T Deal for Poland at Ankara Summit
The NATO Support and Procurement Agency (NSPA) has announced a fresh step to reinforce Poland’s air and missile defense, signing a contract with Raytheon, an RTX business, to supply Patriot GEM-T interceptors. The announcement came at the Defense Industry Forum held on the sidelines of this week’s NATO Summit in Ankara, placing the deal at the center of an alliance-wide conversation about air defense rather than treating it as a bilateral procurement move.
What GEM-T is, and how it differs from PAC-3
The GEM-T (Guidance Enhanced Missile-Tactical) is an upgraded interceptor built on the Patriot family’s PAC-2 lineage. It pairs a blast-fragmentation warhead with a proximity fuze that detonates near the target, giving it a broad defended area against aircraft, helicopters, cruise missiles and tactical ballistic missiles. Unlike the PAC-3, which destroys a target through direct hit-to-kill impact, GEM-T defends a wider footprint, making it a complementary layer in a tiered air defense architecture.
Part of the Wisla program
That complementarity matters for Poland, which is running Wisla — described as one of Europe’s largest Patriot modernization efforts. Wisla targets long-range air defense, while shorter-range coverage comes from Narew systems, early-warning sensors and the Integrated Battle Command System (IBCS). GEM-T rounds out the layer facing aerodynamic threats; PAC-3 handles precise ballistic interception. Together they give Warsaw a multi-layered posture that does not depend on a single interceptor type.
A nine-nation shared procurement
The deal also reflects NSPA’s multinational model. Its Patriot Support Partnership consolidates procurement, sustainment, logistics and maintenance for nine members: Germany, Greece, the Netherlands, Poland, Romania, Spain, Sweden, Switzerland and the United States. The approach aims to deliver faster, more predictable supply through economies of scale. Romania’s presence in the partnership signals a standardizing air defense backbone across NATO’s eastern flank and rising interoperability.
Why it matters
Russia’s intense missile and drone strikes on Ukraine have exposed how quickly Europe’s air defense stocks can run down. Poland deepening its Patriot capacity is therefore not just a national choice but a concrete signal of deterrence on NATO’s eastern flank. Announcing the deal at the Ankara summit again underlined Turkiye’s central position in the alliance’s defense-industrial diplomacy. The missile quantity and total value have not been officially disclosed.
