Türkiye and Azerbaijan Sign Defence Deals Worth Over $500 Million at ADEX 2026
Türkiye and Azerbaijan signed procurement agreements worth more than $500 million at ADEX 2026, the 6th Azerbaijan International Defence Exhibition in Baku. According to Türkiye’s Secretariat of Defence Industries (SSB) President Prof. Dr. Haluk Görgün, the contracts cover systems developed by TUSAŞ, ASELSAN, BAYKAR and ROKETSAN.
The package stretches from the air to the coastline: the HÜRKUŞ trainer and light-attack aircraft, the ALP-100 radar, the MIZRAK smart loitering munition, the ANTIDOT electronic warfare system and the BARBAROS coastal defence system. Görgün said the combined value of the contracts signed at the show exceeds half a billion dollars, and that Türkiye is attending ADEX with its largest national delegation yet: 61 companies among roughly 280 exhibitors from 30 countries. The exhibition runs from 30 September to 2 October.

14 HÜRKUŞ-II aircraft for Azerbaijan
Speaking on live television the same day, Görgün said 14 HÜRKUŞ-II aircraft will be delivered to Azerbaijan, making it the first export deal for the new HÜRKUŞ-II variant. The series production line also includes 55 aircraft for the Turkish Air Force, which received its first two HÜRKUŞ-II on 28 September. With a digital cockpit and weapons integration, the aircraft can prepare student pilots for jet training and fly light attack and close air support missions.
Radar, loitering munition and electronic warfare
ASELSAN’s ALP-100 family is a GaN-based active electronically scanned early warning radar built to detect and track fighters, helicopters, drones and cruise missiles flying low. BAYKAR’s MIZRAK, first shown at SAHA 2026, is an AI-assisted smart loitering munition with a stated range of more than 1,000 km. The ANTIDOT family groups ASELSAN’s electronic warfare pods for unmanned aircraft: the ANTIDOT 2-U jammer, the ANTIDOT 2-U/S electronic support pod and the ANTIDOT-3U self-protection system. Which variant Azerbaijan will receive has not been disclosed.
BARBAROS on the Caspian coast
ROKETSAN’s BARBAROS is a highly mobile coastal defence battery mounted on an 8×8 armoured vehicle, carrying four ATMACA anti-ship missiles or six ÇAKIR cruise missiles. For Azerbaijan, with its long Caspian coastline, it adds land-based deterrence against threats from the sea.
Education and industrial cooperation
According to Görgün, the signings went beyond equipment. An academic cooperation memorandum was signed between Türkiye’s Council of Higher Education (YÖK), the SSB, Azerbaijan’s Ministry of Defence Industry and its Ministry of Science and Education. ASELSAN and Azerbaijan’s NOVASIS signed a preliminary agreement to set up a factory in Nakhchivan, while OTOKAR and MKE signed logistics support and business development agreements with Azerbaijan’s MİRAS.
Azerbaijan already operates Turkish systems including the Bayraktar TB2, AKINCI and STM’s KARGU. At ADEX 2024 it signed for ASELSAN’s ASELFIR-500 rocket launcher and TOLUN smart munition. The 2026 package extends the partnership into training aircraft, sensors and coastal defence.
