Satellite Imagery Confirms Flamingo Strike on Russian Rocket-Propellant Supplier

Satellite imagery published on 13 September 2026 has confirmed the result of a Ukrainian FP-5 Flamingo cruise missile strike on the Volgogradpromproekt plant in Volgograd. One missile destroyed a roughly 20-by-15-metre section of the facility’s main workshop. The strike took place on the night of 11 September.

What the plant makes

Volgogradpromproekt is a research and production facility in the Kirovsky district of Volgograd. Its output covers organophosphorus compounds, flame retardants, resins and specialised chemical components.

The militarily significant product is OSF, an organosilicon ferrocene derivative used as a catalyst and combustion-rate modifier in solid rocket propellant. The plant does not build missiles. It supplies a chemical that the factories building missiles cannot work without.

Where it sits in the supply chain

The customer list explains the targeting. The Perm Powder Plant produces propellant for Grad and Smerch rockets and for air defence missiles. The Kamensky Chemical Plant handles solid propellant for Uragan, Smerch, Tornado-S, Iskander-M and Kinzhal. The Amur Shipbuilding Plant, builder of Project 22800 Karakurt corvettes, is also among its customers.

That list marks the difference between this and a conventional factory strike. Ukraine’s deep-strike campaign has shifted over the past year toward input suppliers one step up the chain rather than final assembly lines. Hitting a missile plant stops one line. Hitting the sole producer of a propellant additive can slow several plants at once.

What the imagery shows

The images were published by the Exilenova+ open-source community on 13 September 2026. They show a roughly 20-by-15-metre section of the main workshop building removed entirely.

Damage assessment of this kind warrants caution. The scale of structural destruction does not by itself indicate how long production stops. In chemical plants, the location of critical equipment, the existence of redundant lines and repair time determine the outcome. Open-source imagery confirms that the destruction occurred; it does not establish the size of the effect on output.

Neither the Ukrainian unit or agency responsible for the strike nor any Russian assessment of the damage has been disclosed.

About the FP-5 Flamingo

Flamingo is Ukraine’s most prominent indigenous cruise missile effort of the past two years. It was designed around the central constraint Kyiv has faced throughout the war: long-range munitions supplied by Western partners arrive in limited numbers and with usage restrictions attached.

A domestically produced cruise missile addresses both problems simultaneously. Ukraine has reported multiple Flamingo strikes against industrial targets deep inside Russia during 2026.

Reading the campaign

At this stage of the war, both sides are targeting production capacity rather than the front line. Russia strikes Ukrainian energy infrastructure and defence industry; Ukraine strikes Russian refineries, chemical plants and munitions factories.

Russian refineries have recently begun stacking shipping containers as improvised protection, a measure that indicates the pressure this campaign is generating on the industrial side. Targeting bottleneck inputs such as propellant chemistry reflects the search for maximum effect from a limited inventory of long-range missiles.

This reciprocal deep-strike campaign around the Black Sea basin has direct consequences for regional states. Maritime trade routes, energy infrastructure and airspace security are all part of the same equation.

How deep strikes get past air defence

Volgograd is an industrial centre in Russia’s interior with comparatively dense air defence coverage. Facilities in the region have nonetheless been struck repeatedly over the past two years.

The technical explanation lies in the cruise missile flight profile. Flying low and following terrain, a missile stays beneath the radar horizon. Fixed radars acquire such a target only at relatively short range, compressing the time available to intercept. With much of Russia’s air defence inventory pulled toward the front line and a handful of strategically critical centres, industrial sites in the interior are left comparatively exposed.

The second factor is cost asymmetry. The production cost of a cruise missile can sit below that of the interceptor fired to stop it. That equation forces the defender to accept that not every site can be protected to the same standard.

Russian refineries stacking shipping containers as improvised barriers is a low-cost answer to that trade-off. Each obstacle placed between the weapon and the point of impact is intended to limit the scale of damage rather than prevent the strike.
