HAVELSAN Signs Memorandum With Nigeria’s DICON at AFRIDEX 2026
Turkish defense technology company HAVELSAN and Nigeria’s state-owned Defence Industries Corporation (DICON) have signed a memorandum of understanding to broaden cooperation in defense technology. The signing took place at the Africa International Defence Exhibition (AFRIDEX) 2026, held in Lagos from October 26 to 29, and was announced by HAVELSAN on October 30.
A Signature on Turkey’s Republic Day
According to HAVELSAN’s statement, the agreement was signed on a date coinciding with the 103rd anniversary of the founding of the Republic of Turkey. The company framed the timing as symbolic, describing the memorandum as laying the groundwork for a long-term partnership between the two countries.
Photos released by HAVELSAN show a Nigerian Army officer and a HAVELSAN representative at the company’s AFRIDEX booth, flanked by the Nigerian and Turkish flags, exchanging a display case containing scale models of equipment as part of the signing ceremony.
Six Areas of Potential Cooperation
The memorandum is a non-binding framework rather than a procurement contract. HAVELSAN listed six areas it covers: command, control, communications, computers, intelligence, surveillance and reconnaissance (C4ISR) systems; simulation and training technologies; unmanned and autonomous systems; information and communication technologies; integrated security solutions; and cybersecurity.
HAVELSAN said the goal is to explore new technology cooperation opportunities, identify projects that benefit both sides, and build the foundation for a lasting partnership in the defense and technology sectors. The company’s statement emphasized turning this shared vision into concrete projects on a basis of mutual benefit, though no specific project, budget, or delivery schedule was disclosed.
Nigeria’s Growing Ties With Turkish Industry
Nigeria has become one of Turkish defense industry’s most active customers in Africa in recent years. The country’s inventory already includes Bayraktar TB2 unmanned aerial vehicles, and talks with ASFAT and other Turkish shipyards over various naval platforms have been ongoing. AFRIDEX 2026, organized jointly by DICON and dmg events, was Nigeria’s first large-scale international defense exhibition on its own soil, staged at Eko Atlantic City in Lagos.
For HAVELSAN, the memorandum is part of a broader push to extend its command-and-control and simulation expertise into the African market. The company’s ADVENT common operational picture capabilities and training simulators, previously showcased during the TURNAs-2026 exercise, could plausibly feature among future discussions with DICON, though HAVELSAN’s announcement did not name any specific system in that context.
DICON’s Role as Host and Partner
Nigeria’s Defence Industries Corporation, headquartered in Kaduna, is the country’s state defense manufacturer, producing light weapons, ammunition, and vehicles while increasingly pursuing technology-transfer agreements with foreign partners as part of a localization drive. DICON’s role in co-organizing AFRIDEX 2026 alongside dmg events shows the corporation positioning itself as both a manufacturer and a facilitator of international defense partnerships, with the HAVELSAN memorandum fitting into that broader strategy.
From Framework to Concrete Projects
Memoranda of understanding in the defense sector typically function as statements of intent rather than binding commitments, and HAVELSAN’s announcement included no timeline, value, or delivery date. Whether the agreement evolves into specific contracts will depend on technical talks between the two organizations in the coming months. Industry precedent suggests such framework agreements can take anywhere from six months to two years to mature into firm deals.
