What NGCM does

The hardest moment in a submarine’s life is the moment it detects a torpedo locked onto it. Underwater escape speed is limited; a torpedo is significantly faster than the boat it hunts. Submarine defence therefore rests less on outrunning the weapon than on defeating its guidance.

Countermeasures do this two ways. The first is acoustic decoys: devices released into the water that mimic the boat’s acoustic signature or generate powerful noise, so the torpedo’s active or passive sonar locks onto the decoy instead of the real target. The second is bubble generators, which raise a screen in the water column that scatters sonar returns and erases the boat’s track.

NGCM aims to update both approaches so they remain effective against new-generation torpedo guidance. Modern torpedoes use multi-band sonar and advanced signal processing to separate decoy from target, which forces a continuous hardware and software refresh on the countermeasure side.

How the contract is structured

The programme will run on a spiral development model. The system will not be completed and handed over in a single delivery; capability will be matured in blocks and fielded incrementally. That method is becoming the norm in domains where the threat changes quickly — electronic warfare, sonar countermeasures, cyber defence.

TKMS ATLAS UK brings hydro-acoustics, sonar systems and sensor engineering to the programme. Partner Babcock International Group contributes countermeasure launcher technology and platform integration expertise. Roughly three years of joint research and development preceded the award.

Dr. Antoni Mazur of TKMS ATLAS UK said the company was “extremely proud to have been selected to deliver the Next Generation Countermeasure capability.” Chris Bamforth of the MOD congratulated the firm on winning the contract, while Babcock’s Phil Craig said that “having a world-class underwater countermeasure solution will help protect our national interests.”

Why the refresh now

The undersea threat picture has shifted on two axes over the past decade. The first is torpedo technology: Russia’s Fizik-2 and Futlyar family and Chinese Yu-6 derivatives combine multi-band acoustic search with wire guidance, a profile that can discard a single-frequency decoy quickly.

The second is the arrival of uncrewed systems. Underwater vehicles are no longer used only for survey work but for acoustic trail-following and target cueing. That creates an environment in which “stay quiet and survive” is no longer a sufficient strategy on its own, pushing countermeasures from passive concealment toward active deception.

Royal Navy patrol density in the North Atlantic and Norwegian Sea adds urgency. The service’s leadership has stated that the Atlantic is the foundation of British security and that roughly two warships a week are dedicated to shadowing Russian naval movements.

Which platforms

The system is defined as serving the Royal Navy’s current and future submarine fleet. Today that means Astute-class nuclear attack submarines and Vanguard-class ballistic missile boats. Over the coming decade the Dreadnought-class strategic submarines and the AUKUS-derived SSN-AUKUS attack boats will enter service.

That is exactly the logic behind spiral development: the NGCM variant integrated onto Astute today will not be the variant that enters SSN-AUKUS in the 2040s, but both will grow from the same architecture.

Türkiye is one of a small group of countries producing its own torpedo countermeasures. The ZOKA family developed by ASELSAN covers acoustic decoys and bubble generators for both surface platforms and submarines, and features in Turkish export offerings as well as national inventory.

The Turkish submarine fleet consists of modernised variants of the German-designed Type 209 and the Type 214TN (Reis-class) boats built at Gölcük. The national submarine programme, MİLDEN, is being pursued as a fully indigenous design. Building MİLDEN’s countermeasure package around domestic solutions will be decisive for the design’s export potential.

Britain’s decision also shows the European underwater countermeasure market consolidating around large players such as TKMS and Babcock — competitive pressure and a technical benchmark at the same time for ASELSAN in the same segment.

Contract value, delivery schedule and the fielding date of the first block were not published, so the programme’s scale cannot yet be assessed with any precision.
