What does the road map cover?

According to the ministry, the document aims to strengthen strategic dialogue through regular, results-oriented contact and to advance existing cooperation on the basis of mutual benefit. The talks touched on bilateral defense and military relations and on opportunities to deepen cooperation already under way.

Neither side named specific platforms, programs or weapon systems covered by the road map. It functions as a framework document, setting the institutional basis for contacts and negotiations expected in the coming months rather than announcing a concrete deal.

Why SAMP/T and Meteor are in the conversation

The timing coincides with reports that France has softened its long-standing caution about arms sales to Türkiye. The Franco-Italian SAMP/T NG air defense system, built around the Aster 30 missile, and the MBDA-made Meteor air-to-air missile have both been reported in connection with Türkiye’s Eurofighter Typhoon acquisition process.

Neither system is mentioned in the official text of the road map. Analysts nonetheless see the new institutional framework as groundwork that could open the door to platform-specific talks later on. Türkiye is already developing its own long-range SİPER air defense system, alongside the shorter-range HİSAR-A and HİSAR-O; systems like SAMP/T are discussed as a way to cover near-term gaps in that layered architecture rather than replace indigenous development.

The Safran-Baykar partnership

Another concrete sign of closer Turkish-French defense industrial ties is the strategic partnership signed between French engine and electronics group Safran and Türkiye’s Baykar, covering smart munitions and advanced navigation technologies. That industrial track appears to be moving in parallel with the diplomatic one.

The road map was signed against the backdrop of the ongoing war in Ukraine and continuing tensions in the Middle East. Rufo also discussed regional stabilization efforts and work carried out within the Ukraine coalition during the talks.

What comes next

Türkiye’s defense ministry stressed that the road map envisions regular, results-oriented contact, but neither side has announced when the next meeting or any platform-specific negotiations might take place. Whether the process evolves into a concrete procurement agreement will become clearer over the coming months.

The agreement fits a broader pattern of Türkiye diversifying its contacts with NATO allies on air and missile defense. The newly institutionalized framework with France stands out as the latest link in Ankara’s strategy of widening its range of procurement options.
