SİPER Air Defense System: How Türkiye’s Long-Range SAM Works

SİPER is the long-range, multi-target, ballistic-missile-capable surface-to-air system at the apex of Türkiye’s Steel Dome architecture. After SİPER-1 entered Turkish Armed Forces service in 2026 — and with SİPER-A and SİPER-4 ballistic-missile-defence variants under contract — the family now defines the upper layer of Turkish air and missile defence. Here is how it works.
What SİPER Is — and Where It Came From
SİPER (Turkish for “rampart” or “trench”) is Türkiye’s long-range air defence missile system, developed jointly by Aselsan, Roketsan and TÜBİTAK SAGE under the Defence Industries Presidency. The system originated in the long-range “HİSAR-U” branch of the HİSAR programme; as the long-range requirement grew in ambition, the project was rebadged as SİPER and given independent funding and management.
SİPER is the Turkish answer to systems like the U.S. Patriot, the European SAMP/T, and the Russian S-300 / S-400 family — but built around domestically developed radars, interceptors and command-and-control software, and explicitly designed to plug into Türkiye’s Steel Dome integrated network.

System Architecture
A SİPER battery is built from four core elements: search and acquisition radar, fire-control radar, transporter-erector-launchers (TELs) carrying canisterised interceptors, and a battery command-and-control vehicle networked back to the Steel Dome integrated picture. Each element is mobile, mounted on heavy wheeled vehicles, and designed to move and emplace within hours — a hard requirement for survivability against the saturation-strike threats SİPER is built to defeat.
Search radar: long-range, 360° phased-array surveillance
Fire-control radar: high-resolution, narrow-beam tracking
TEL: canisterised vertical-launch interceptors, multi-shot per launcher
Battery C2 vehicle: hardened crew compartment, secure data link to Steel Dome
Networked sensors: integrated with EIRS, ALP-100/300 radars, AEW assets
The Interceptor
The SİPER-1 interceptor is a two-stage missile combining a solid-rocket booster and a sustainer motor. Guidance combines mid-course inertial / data-link updates from the battery radar with active radar terminal homing. The missile is designed for the standard long-range SAM engagement profile: high-altitude transit, mid-course updates from the battery, and terminal lock-on inside the seeker’s acquisition envelope. Engagement ranges in Block 1 exceed 100 kilometres; newer blocks (SİPER-A / SİPER-4) extend the envelope and add ballistic-missile-defence capability.
How a SİPER Engagement Works
A typical SİPER engagement begins with detection by either the battery’s own search radar or an external sensor — an Aselsan EIRS, an airborne early-warning aircraft, or a sister battery — relayed through Steel Dome’s command-and-control fabric. The battery commander assigns the target to a fire-control radar, which performs high-resolution tracking. The system computes a launch solution, selects one or more interceptors from the TELs, and fires. The missile climbs under inertial guidance with periodic mid-course updates, then terminal-homes on its own seeker for the kill.
The whole sequence is designed to take seconds, not minutes — a requirement for engaging fast-moving cruise missiles or descending ballistic missiles. Networking with the Steel Dome integrated picture lets SİPER engage targets that its own radar has not yet acquired, using off-board sensors that have.
SİPER-A and SİPER-4: The BMD Branches
In November 2025, the Defence Industries Presidency signed a US $6.5 billion contract with Aselsan, Havelsan and Roketsan that, among many other things, formalised the development and procurement of SİPER-A and SİPER-4 — the ballistic missile defence variants of the family. SİPER-A is the shorter-range BMD layer, optimised for shorter-range ballistic threats. SİPER-4 is the upper-tier BMD interceptor, designed against medium-range ballistic missiles in their terminal phase.
How SİPER Compares Internationally
The most-asked comparison is the U.S. Patriot. SİPER occupies a similar mission space but is built around different design priorities. Where Patriot is optimised for very high-altitude engagement and missile defence inside an extensive American sensor and C2 network, SİPER is built to operate as the long-range layer of a domestically integrated multi-layer system. The SİPER-A and SİPER-4 variants close the gap on ballistic missile defence; the integration with Steel Dome’s shared sensor and battle-management layer is the architectural difference that will define SİPER’s export attractiveness.
Export Outlook
No export contract has yet been publicly announced for SİPER, but Italy is in publicly reported talks to integrate Turkish layers into its own air-defence architecture, and several Gulf states have expressed interest in SİPER as part of broader air-defence packages. SİPER’s exportability is one of the most-watched indicators of how far Steel Dome can become a Turkish strategic export brand, not just a domestic capability.
Frequently Asked Questions
When did SİPER enter Turkish service?
SİPER-1 (Block 1) entered Turkish Armed Forces service in 2026 and was integrated into the Steel Dome network.
Who builds SİPER?
Aselsan, Roketsan and TÜBİTAK SAGE, under the Defence Industries Presidency (SSB).
What is the difference between SİPER-1, SİPER-A and SİPER-4?
SİPER-1 is the initial long-range SAM. SİPER-A is the shorter-range BMD variant; SİPER-4 is the upper-tier BMD interceptor. All three are produced under contracts signed by 2025.
What is SİPER’s range?
100+ km for the SİPER-1 Block 1; longer for newer blocks, with ballistic-missile-defence variants extending the engagement envelope significantly.
Is SİPER comparable to the Patriot system?
In mission terms, yes — both are long-range, multi-target SAM systems. SİPER is the domestic Turkish answer to Patriot-class systems, built for integration with the Steel Dome architecture.
Conclusion
SİPER closes the long-range gap in Türkiye’s air-defence stack and gives the country a sovereign, BMD-capable upper layer for the first time. With SİPER-1 in service, SİPER-A and SİPER-4 under contract, and full integration with the Steel Dome network, the family has moved from technology demonstrator to the architectural keystone of Turkish strategic air defence.
