The Political Layer Matters More Than The Specs
Türkiye bought the S-400 in 2017 and was expelled from the F-35 programme. Saudi Arabia and the UAE bought Patriot and have spent years lobbying Washington for resupply during the Yemen war. India operates both — and pays a diplomatic price either way.
The Steel Dome offer is different. Türkiye sells complete batteries, transfers the radar (KALKAN, HERİKKS), the command-and-control software (HAVA SOJ) and trains the crews. There is no equivalent of “Congressional notification” or “Russian end-user inspection.”
Where Patriot Still Leads
PAC-3 MSE remains the most combat-proven Western interceptor against tactical ballistic missiles. The U.S. has decades of operational data and a sustainment network spanning 18 operators. For a buyer prioritising hard-kill performance against ballistic threats and accepting U.S. integration, Patriot is still the default choice.
Where S-400 Wins And Where It Loses
The S-400’s 40N6 missile offers the longest engagement range of any operational SAM. Against high-altitude aircraft and standoff cruise missiles it is unmatched. Against modern low-observable platforms and saturation attacks its performance is contested, and the war in Ukraine exposed integration challenges that buyers should weigh.
Where SİPER Is Heading
SİPER Block 1 entered Turkish Air Force service. Block 2 extends range and adds anti-ballistic capability. By the late 2020s, Steel Dome is intended to give Türkiye and its partners full sovereign coverage from MANPADS class up to long-range area defence — all with shared command and control.

Verdict for Export Buyers
Patriot if you are inside the U.S. alliance and accept the integration trade-off. S-400 only if you accept the sanctions risk and Russian sustainment. Steel Dome (HİSAR + SİPER) if you want layered defence with technology transfer, no CAATSA exposure and a single supplier across all three engagement layers.
