ZSR Patlayıcı: inside the Balıkesir plant supplying NATO-calibre small-arms ammunition

Three years of European rearmament debate have made one point uncontroversial: the
bottleneck in ammunition is not design, it is qualified production capacity. Against that backdrop,
integrated small-arms cartridge plants have become strategic assets. ZSR Patlayıcı Sanayi runs one
in Balıkesir, western Turkey.

Why integration is the metric that matters

A small-arms cartridge is four separate industrial problems: the brass case, the primer, the
propellant charge and the projectile core. Plants that buy in primers or propellant inherit
somebody else’s lead time. ZSR describes its Balıkesir site as integrated, which in this sector is
the distinction between a loading operation and a genuine production base.

That distinction is exactly what NATO members have been relearning since 2022. A loading line can
be stood up quickly; a primer and propellant chain cannot.

The calibre range

civil demand keeps the lines loaded when defence orders soften, and defence qualification keeps
quality systems at a standard the civil market alone would not require.

Beyond ball ammunition

ZSR’s catalogue also covers boxer primers, blank and rubber baton rounds, and commercial
explosives. The less-lethal lines address a law-enforcement market that procures on different
cycles from armed forces, while commercial explosives serve mining and infrastructure – a
non-defence revenue base that few pure ammunition makers hold.

YAF and the civil brand

Operating under ZSR, YAF is described as Turkey’s largest shotshell brand and the country’s
leading producer of hunting ammunition. Consumer brand strength is an unusual asset in this
sector, and it gives the group a distribution footprint that a defence-only supplier would have to
build from scratch.

State-backed investment

ZSR’s production facility was added to Turkey’s project-based state incentive list in 2022, with
a planned investment recorded at 768,168,447 Turkish lira. The project-based scheme is reserved for
investments the state classifies as strategic or import-substituting – placement on that list is
itself a signal about how the output is categorised.

Export footprint

Company material states that products reach 148 countries. A figure of that breadth in the
ammunition sector is almost always driven by the civil and sporting catalogue; military-calibre
exports move through end-user certification and export licensing regimes that keep the destination
list considerably shorter. The distinction is worth holding when reading headline export numbers
from any ammunition manufacturer.
