TCG Giresun (F-491) is a member of the Gabya-class frigate (ex-Oliver Hazard Perry) in Turkish Naval Forces service. Built/procured via USA — GENESIS modernisation in Turkey, it entered the inventory on 24 July 1998 (transferred from the US). Modernised under GENESIS, Giresun was fitted with an 8-cell Mk-41 vertical launching system and ESSM missiles, significantly boosting the Gabya class’s air defence capability.

SSB’s role
Turkey’s Presidency of Defence Industries (SSB) acts as the procurement authority and coordinator for naval platforms: it sets requirements, manages contracts and oversees integration of domestic subcontractors (ASELSAN, HAVELSAN, ROKETSAN, STM, TÜBİTAK). The physical construction is carried out by the prime contractor shipyard and the systems are developed by the respective defence companies — SSB does not itself build the ship.
