Fincantieri has begun construction of the second FREMM EVO frigate for the Italian Navy.

The Italian shipbuilding giant Fincantieri held a steel cutting ceremony for the second next-generation FREMM EVO (“EVOLUTION”) frigate for the Italian Navy on July 23 at the Riva-Trigoso shipyard; a Portuguese delegation was present.

Portugal’s participation highlights the growing international dimension of the program: the country is acquiring three FREMM EVO frigates, which are planned to be delivered to the Portuguese Navy in 2029-2030.

System Context

FREMM EVO is the most advanced version of the Franco-Italian family of multi-role FREMM frigates. The EVOLUTION configuration features upgraded radars and combat management systems, an enhanced sensor suite, and greater armament capacity, combining anti-submarine, air defense, and surface warfare capabilities.

Portugal’s deal for 3.9 billion euros is conducted on an intergovernmental basis with Italy and is part of a wave of modernization of European fleets.

Why It Matters

The modernization of frigates in Europe is creating a competitive environment in the export market, which Turkey aims to enter with the MILGEM and TF-2000 programs. The commissioning of TCG Istanbul and the export of MILGEM to Pakistan and Ukraine showcase Turkish ships as a growing alternative.
