ASELSAN-ROKETSAN Sign €1.234 Billion Air Defense Supply Contract
ASELSAN has disclosed to Turkey’s Public Disclosure Platform (KAP) that it will supply ROKETSAN with air-defense sub-components worth a total of €1,234,210,000. The agreement stands out as concrete evidence that the supply chain linking Turkey’s two largest defense companies is now moving toward serial-production scale in air defense.
The KAP filing summarized the deal in a single line: “A contract has been signed between ASELSAN and ROKETSAN for the supply of sub-components for Air Defense Systems, with a total value of €1,234,210,000.” ASELSAN said the new business relationship would positively affect company revenue, but did not disclose which specific system — radar, seeker head, missile subframe, electronic-warfare module or otherwise — the sub-components belong to.
Why it matters: the supply-chain layer of Turkey’s “Steel Dome”
While the contract’s value and parties are clear, its lack of an official program link means it cannot be tied to a single system with certainty. However, the air-defense architecture ASELSAN and ROKETSAN jointly build is known in Turkey as “Çelik Kubbe” (Steel Dome), a layered system spanning SUNGUR, KORKUT and GÜRZ at low altitude, HİSAR-A and HİSAR-O at medium altitude, and SİPER at high altitude and long range. Across most of these programs, ASELSAN typically provides seeker heads, radars and electronic subsystems, while ROKETSAN supplies missile airframes and launch systems.
The contract’s real significance is that this division of labor between the two companies is now being formalized through a multi-year, billion-euro-scale supply agreement rather than a series of one-off projects. A recurring challenge in Turkey’s air-defense programs has been ensuring the supply chain is predictable and sustainable as systems move from prototype and testing into serial production; a sub-component deal of this scale suggests ROKETSAN’s production planning now has a longer-term guarantee behind it.
The deal also drew investor attention because it came while ASELSAN holds the position of Turkey’s most valuable listed company by market capitalization; the firm noted in its KAP filing that the new business relationship would be reflected positively in revenue. Large inter-company supply contracts of this kind do not directly count toward Turkey’s defense export figures, but they serve as an indirect indicator of growing domestic production capacity and employment.

In the same period, ASELSAN announced that its safety-critical signaling computer had achieved SIL4 certification under the IEC 61508 functional-safety standard — a credential considered important for opening international markets in high-reliability sectors such as rail and nuclear. While the two developments are unrelated, together they show ASELSAN advancing simultaneously in both the defense supply chain and dual-use civilian-military technology.
