France Picks FN Herstal Consortium to Rebuild Domestic Ammunition Production

France has selected an FN Herstal-led consortium to rebuild domestic production of small-arms ammunition. The plan calls for manufacturing 5.56x45mm and 7.62x51mm rounds in France. The decision is a concrete step in Europe’s increasingly frequent debate over ammunition supply sovereignty.

Why rebuild production

For decades France sourced much of its standard rifle ammunition through imports, having largely wound down large-scale domestic capacity. The war in Ukraine showed how fragile European armies are in stockpiles and production rates even for the most basic calibers. After bottlenecks in artillery shells, small-arms ammunition too moved onto the supply-security agenda.

Why it matters

Standard rifle ammunition may look low-tech, but it underpins an army’s sustainability. Dependence on outside sources in a crisis can become both a logistical and a political weakness. FN Herstal, a Belgium-based but Europe-wide small-arms maker with deep roots, strengthens the consortium’s technical base, while siting production on French soil reflects Paris’s goal of controlling its own supply chain.

The move is part of a wider trend of reviving Europe’s defence industrial base. Germany, Poland and others are also expanding ammunition production lines. The picture shows that rising defence spending is not limited to major platforms but reaches down to the most basic consumables. Turkey, by contrast, has long held domestic capacity in small arms and ammunition led by MKE, and exports in the field as well. The consortium’s production timeline and capacity targets will determine the project’s real impact.
