US approves possible $1.96 billion APKWS II sale to Saudi Arabia

The U.S. State Department has approved a possible sale of up to 20,000 APKWS II precision guidance kits and related equipment to Saudi Arabia, at an estimated value of $1.96 billion. According to the notification the Defense Security Cooperation Agency (DSCA) sent to Congress, the package covers the guidance kits along with associated support. The clearance does not mean the deal is final; it can move toward contract talks only if Congress raises no objection during the review window.

What the package covers

The notification, delivered to Congress around 15 July, lists up to 20,000 APKWS II guidance kits. The kits are to be split roughly evenly between an air-to-air variant intended for counter-drone use and an air-to-ground version for precision strike. BAE Systems, based in Nashua, New Hampshire, is named as the principal contractor for the potential sale.

The State Department has put the total value of the package at an estimated $1.96 billion. That figure reflects the maximum framework of the possible sale rather than a signed price; final contract value, delivery schedule and implementation details would be settled in negotiations only if the process advances.

What APKWS II is

APKWS II (Advanced Precision Kill Weapon System) is a laser-guidance kit that turns standard 70 mm (2.75-inch) Hydra rockets into precision-guided munitions. The system consists of a guidance section fitted between the rocket motor and the warhead, letting otherwise unguided rockets home in on a laser-designated target.

Its main appeal lies in the cost-effectiveness balance. Instead of expensive guided missiles, a relatively inexpensive kit added to existing rocket stocks provides a precise, low-cost option against small drones, lightly armoured targets and similar threats. In recent years APKWS has become especially prominent in counter-drone roles.

Regional context

The possible sale surfaces at a time of heightened drone and rocket threats in the Gulf. Saudi Arabia has faced repeated drone and missile attacks aimed at its airspace in recent years, sharpening demand for precise, cost-efficient defensive munitions. Systems like APKWS are viewed as an economical answer to that class of threat.

At the same time, large-scale U.S. arms sales to regional partners remain central to debates over the military balance in the Middle East. In packages of this kind, whether the sale is ultimately concluded matters as much as the timeline and conditions of any deliveries, both of which help shape the regional effect.

Why it matters for Türkiye

The Gulf ranks among the priority export markets for Türkiye’s defence industry as well. A U.S. clearance of a munitions package on this scale points to sharpening competition among suppliers offering counter-drone and precision-munition products in the same region.

Türkiye has grown steadily more visible in these markets with its guided-munition and counter-drone solutions. Large U.S.-origin packages also keep buyer states inclined to preserve diversity in their procurement choices, which means the market does not close entirely to alternative suppliers.
