France Taps FN Browning to Rebuild Small-Caliber Ammunition Production

France’s DGA has selected FN Browning Group under a 15-year agreement to restore domestic small-caliber ammunition manufacturing. A new facility at Clérieux in the Drôme will produce 75 million rounds a year from 2029.

Restoring an Abandoned Capability

France is bringing back a capability it had largely abandoned: domestic manufacture of military small-caliber ammunition. Under the 15-year DGA agreement, FN Browning Group will build a facility at Clérieux producing 75 million 5.56mm and 7.62mm rounds annually from 2029, with output adjustable to demand.

Work initially covers powder loading, assembly and packaging. France plans to qualify European suppliers across the ammunition chain over time and extend production to components including propellant powders and primers, with propellant secured through a dual-supply arrangement with Eurenco.

A Symbol for European Industry

FN Browning CEO Julien Compère framed the project as proof of European industrial complementarity: “This reindustrialization, driven by cooperation between French and Belgian companies, illustrates the complementarity and the essential cooperation of Europe’s defense industries.”

The consumption rates revealed by the war in Ukraine have turned even basic rifle ammunition into a strategic capability — and France’s need to rebuild from scratch shows the cost of ever letting a production base close.

Why It Matters

A founding NATO member having to re-establish production of infantry rounds via a 15-year state agreement is one of the clearest markers of Europe’s defense-industrial turn.
