The Missing Link in a Years-Long Program
The Malaysian LCS program has been one of the longest-running and most troubled defense projects in the region. The Maharaja Lela class ships, derived from the French Gowind design, are finally reaching the water after years of delays and cost overruns. However, what makes a modern frigate a frigate is its armament package as much as its hull — and the most critical gap in that package, namely medium-range air defense, is now being addressed.
To fill this gap, Malaysia has turned to the VL MICA missile from MBDA. Under a letter of intent signed at the Defense Services Asia (DSA) exhibition, the country intends to acquire 29 VL MICA vertical launch missiles for five LCS ships, in a deal valued at approximately 504.5 million ringgit (~$127.6 million). The vertical launch configuration provides each ship with 360-degree coverage and the ability to engage multiple targets simultaneously — a valuable capability amid rising tensions in the South China Sea.
Multi-Layered Armament Structure
VL MICA is just one layer of the ship’s defense. Maharaja Lela-class ships are equipped with the NSM missile from Kongsberg for anti-ship roles, VL MICA for air defense, a 57mm BAE gun, and 30mm MSI Seahawk guns for close defense, along with triple 324mm torpedoes for anti-submarine warfare. This combination places the class in the category of modern light frigates, not just a patrol vessel.
As for the anti-ship missile aspect, the picture is not yet clear. The Royal Malaysian Navy intends to complete its technical evaluation of surface-to-surface missile systems for LCS ships by the end of July 2026, with bids from several countries competing. This confirms that the arms race in the region goes beyond just air defense.

VL MICA: Sea-Based Air Defense
The VL MICA system from MBDA launches the same MICA missile — in both its infrared (IR) seeker and active radar (RF) versions — from vertical cells, providing short to medium-range protection against aircraft, helicopters, as well as cruise missiles and drones. Its compact design makes it an attractive option for corvette and light frigate classes, which is why it appeals to navies looking for multi-layered air defense without destroyer-sized platforms.

Malaysia’s options also frame the landscape for other exporters in the rapidly evolving arms market in Southeast Asia. Notably, Turkish systems are on the table in the surface-to-surface evaluation for LCS ships: the ATMACA anti-ship missile from Roketsan is among Ankara’s competitive offerings for naval platforms in the region. The Malaysian defense cooperation with Turkey — which began with Bayraktar drones — holds the potential to expand into the naval domain.
